Rob Kardashian's former fiancée Blac Chyna has arrived at a Los Angeles courthouse to seek a restraining order against the reality television star.
Chyna and her attorney Lisa Bloom walked into the downtown Los Angeles courthouse Monday morning without speaking to reporters.
Bloom has accused Kardashian of cyber bullying over a series of lurid Instagram posts he made last week. The posts got Kardashian's Instagram account shut down, but he continued his attacks on Twitter. The posts became a worldwide trending topic
Kardashian and Chyna announced their engagement in April 2016 and starred in an E! reality show about their relationship. The couple split up a month later. Their daughter, Dream, was born last November. |

Indiana high court to rule on Lake Michigan beach ownership

The Indiana Supreme Court will decide who owns the land immediately adjacent to Lake Michigan.
Don and Bobbie Gunderson claim their land on Lake Michigan extends to the water’s edge, meaning no one can access the beach by their house without permission, the (Northwest Indiana) Times reported.
The state said it owns the land in a trust for all residents up to the “ordinary high-water mark.” The line is generally defined as the mark on the shore where the presence of water is continuous enough to distinguish it from land through erosion, vegetation changes or other characteristics.
The state was granted the land at statehood in 1816, said Indiana Solicitor General Thomas Fisher. He said the state must control beach erosion, which it can’t do effectively if nearby homeowners are allowed to claim the beach as their own.
The high court’s order granting transfer of the case vacates a 2016 state Court of Appeals ruling that established an unprecedented property-sharing arrangement between the state and lakefront landowners. All parties involved with the case agreed the appellate court’s decision was unsatisfactory and asked the state Supreme Court to rule on the matter independently.
Justices will receive written briefs and likely hear oral arguments later this year before issuing a decision, likely in 2018.
The decision will determine if visitors can walk, sunbathe and play on Lake Michigan beaches located between the water and privately owned properties next to the lake.

The focus is on the Supreme Court as the high-stakes legal fight over President Donald Trump's travel ban awaits action by the justices.
The court is expected to decide within days whether the Trump administration can enforce a ban on visitors to the U.S. from six mostly Muslim countries — Iran, Libya, Somalia, Sudan, Syria and Yemen.
Trump rolled out a travel ban just a week after his Jan. 20 inauguration, but lower federal courts have blocked it and a revised version — and one court also has blocked a 120-day halt on refugee arrivals in the United States.
The president casts the travel ban as critical to deterring possible terrorist attacks in the United States. Opponents say it targets Muslims in violation of federal law and the Constitution.

Philippine lawmakers ask top court to nullify martial law

Philippine opposition lawmakers petitioned the Supreme Court on Monday to review and nullify President Rodrigo Duterte's imposition of martial law in the southern third of the country.
The petition filed by six House lawmakers led by Rep. Edcel Lagman said there was no revolution or invasion where public safety required the declaration of martial law and suspension of the writ of habeas corpus. It said the proclamation contained "fatal inaccuracies and falsities."
The petitioners said congressional leaders and the majority of lawmakers allied with Duterte were derelict in their constitutional duty by refusing to convene a joint session of Congress to vote whether to revoke the martial law proclamation.
Duterte made the declaration May 23 after extremists allied with the Islamic State group laid siege to Marawi city. The declaration lasts through mid-July but could be extended with the consent of Congress.
The martial law proclamation said the militants openly attempted to remove that part of the country from its allegiance to the Philippine government by taking over a hospital, establishing several checkpoints in the city, burning down certain government and private facilities, and flying the flag of the Islamic State group in several areas.
But the petitioners said the military acknowledged the conflict in Marawi was precipitated by an attempt by troops to capture Isnilon Hapilon, a high-profile militant commander. They also said the claim that militants took over a hospital and Duterte's claim that a local police chief was decapitated both turned out to be wrong.

Court delay sought in $7B Obamacare subsidy case

Uncertainty over the future of health care for millions grew deeper Monday as insurers released a blueprint for stabilizing wobbly markets and the Trump administration left in limbo billions of dollars in federal payments.
At the federal courthouse, the administration and House Republicans asked appeals judges for a 90-day extension in a case that involves federal payments to reduce deductibles and copayments for people with modest incomes who buy their own policies. The fate of $7 billion in “cost-sharing subsidies” remains under a cloud as insurers finalize their premium requests for next year.
The court case is known as House v. Price. In requesting the extension, lawyers for the Trump administration and the House said the parties are continuing to work on measures, “including potential legislative action,” to resolve the issue. Requests for extensions are usually granted routinely.
Hours before the filing, a major insurer group released a framework for market stability that relies in part on a continuation of such subsidies.
The BlueCross BlueShield Association represents plans that are the backbone of insurance markets under the Affordable Care Act, or ACA, and would also be the mainstay with a Republican approach.
As the GOP-led Congress works on rolling back major parts of the Obama law, the BlueCross BlueShield plan called for:
Continued protections for people with pre-existing medical conditions and sustained federal funding to offset the cost of care for the sickest patients.
More leeway for states to experiment with health insurance benefits, with a basic floor of federal standards.
Preserving ACA consumer safeguards including no lifetime caps on benefits, no higher premium for women based on gender, and a requirement that insurers spend a minimum of 80 cents of every premium dollar on medical care.
